- update hardcoded repo URLs/paths to the renamed casjay-base/rhel and pkmgr/rhel GitHub repos (formerly centos), following the org-wide centos->rhel rename since the repos now target the whole RHEL family (RHEL, CentOS Stream, AlmaLinux, Rocky, Oracle Linux), not just CentOS Files changed: - Dockerfile.8-dev: rename centos->rhel references - Dockerfile.9-dev: rename centos->rhel references
