🚀 raise gitea DB MAX_IDLE_CONNS from 2 to 10 🚀

Browse Source 
- Increase MAX_IDLE_CONNS in the app.ini template to keep more idle database connections pooled
- Reduces connection churn, since CONN_MAX_LIFETIME is only 3s and MAX_OPEN_CONNS is 100
